A block is total and consistent: the app cannot reach its server at all, every device on that connection fails identically, and the same account works on a phone the moment you drop it onto cellular data. Throttling is a different mechanism and looks different again, showing up as a picture that holds at 1080p but collapses at 4K, or that degrades at the same time each evening. How do you separate a block from congestion in ten minutes?
Start with scope, before touching any setting. One channel failing is a source problem on that feed. A whole group failing points at the server side. Everything failing points at your line, the player or the session. Next, run the cheapest and most discriminating test there is: switch to another channel and switch back. Changing your device or router to a public DNS resolver removes name-resolution failures, which are a common cause of an app that will not load its list while ordinary web browsing works fine.
