Does the codec change what counts as 4K?

HEVC, also called H.265, compresses video roughly twice as efficiently as the older H.264 codec, so a stream encoded in HEVC can hit the same visual quality at about half the bitrate. That matters two ways: it's easier on your connection, and it requires your device's chip to actually support HEVC decoding, not just play the file.
